Hainan plans to invest about 60 billion yuan in highways and starts to construct the shape of” 田” expressway network in all around. The total mileage of expressways will reach to 800km and plans to finish paving all asphalt (cement) roads for replacing the sand-gravel surface roads. This is the goal of Hainan Highway Developing Plan during 12th Five Plan approved by Hainan government.
