On September 11, Shaanxi government issued “Decision on Accelerating Roads Construction”. The Decision mentioned the objectives and key tasks on roads construction in Shaanxi.

The objectives are by 2015, the basic realization of county highways, full realization of above-level 2 trunk roads among all the counties and realization of asphalt (cement) roads among all qualified administrative villages.  

The key tasks are: the expressways will be built based on the Shaanxi provincial expressway network plan of "Two Rings, Three-Verticals, Six Radiation and Seven Horizontals" (short for "2367"); taking” encryption, connectivity, butt, expansion" as the keys; concentrating on rapid construction of national highways; accelerating the transformation of the bottleneck section of the highway, and actively promoting the provincial highway construction. During the five years, there will be 2,000 km of highways be built for realization of 5500km-long –highway being-open-to-the-traffic, and the new trunk roads rebuilt will be 3,000 km long.
